    Electrical Equipment Testing (PAT)

    Under the Provision and Use of Workplace Equipment Regulations 1998 and The Electricity at Work Regulations 1989, companies must ensure that any equipment they issue is safe for use. One of the best ways of meeting the requirements of these regulations is through an electrical equipment testing regime.

    What is Electrical Equipment Testing?

    Electrical Equipment Testing, otherwise known as PAT (Portable Appliance Testing) examines electrical appliances and equipment – anything from laptops and printers to charging devices and handheld tools - to ensure they are safe to use. The test is a routine inspection and testing of devices by a competent and qualified engineer, with the ultimate aim of reducing electrical accidents in the workplace and saving lives.

    What needs to be tested?

    The term electrical equipment includes any item that can be moved, connected or disconnected from an electrical supply. Portable or movable items generally have a cable and a plug.

    This includes;

    • Moveable appliances
      Electrical equipment that can be easily moved around. Equipment can include kettles, vacuum cleaners, floor polishers, portable heaters, fans, desk lamps, TVs, radios, small electric cookers, PC projectors, small appliances such as irons, hair dryers and kitchen equipment including food mixers, toasters etc.
    • Fixed appliances
      Larger items that could be moved (but only rarely). e.g. water chillers, fridges, microwaves, photocopiers, vending machines, washing machines, electric cookers, fax machines, desktop computers, electric beds etc., are considered movable items.
    • Hand Held
      Hand-held, hard-wired items, such as hairdryers, do not have a plug but are hard-wired or fixed. Such items are still treated as portable appliances for testing purposes.
    • Mobile and Batteries
      Mobile phones and other battery-charging equipment plugged into the mains, but the phones themselves and any other battery-operated equipment would not be included.
    • Cables and Chargers
      Extension leads, multi-way adaptors, and connection leads. Earthed and double-insulated equipment. When deciding whether to test electrical equipment, you need to consider the type of construction equipment in use.
    • Hand Held Tools
      Power tools such as drills, grinders and battery charging devices, in particular those used in a construction setting must be tested more frequently. To fulfil the requirements of the Construction Design and Management (CDM) Regulations, tools must be tested every three months.

    "I wanted to drop you a line to say just how much of a pleasure it has been to have Steve on site this past fortnight (and also, of course, his colleagues during the earlier phase). He’s been incredibly efficient, understanding of our operational procedures etc. and a thoroughly nice chap. Please do forward this as necessary to higher up in your organisation, as I’d like his efforts and hard work to be recognised. From a very large list, and a difficult project to plan, I believe we were almost exactly on target with circa 5,000 items. We now know that we’re all up to date for PAT across our three buildings up to the end of the year – this has been a vital component of both being ready to reopen after lockdown, and also as we prepare to bring students back in September."
